SCS for SB 590 makes damaging changes to the Historic Preservation Tax Credit.
This legislation lowers the yearly cap from $140 million to $70 million, that number is $20 million below the lowest authorization in the last five years ($90 million in 2016).
Missouri's Historic Preservation Tax Credit was one of the first in the nation and has been a model for many other states. The changes proposed in SCS for SB 590 will, over time, make the credit much less attractive and will significantly reduce preservation and rehabilitation in Missouri.
