There is a major lack of transparency in Massachusetts around which laws govern our health insurance providers. State-insured plans are subject to laws that make health care more equitable, such as mental health parity, while self-funded plans are not required to meet those regulations. As social workers, we know how important it is for health insurance to be equitable—that’s why NASW-MA is advocating for (H.1321/S. 685) An Act relative to transparency of consumer health insurance rights. This legislation would require all insurers who are regulated by the Division of Insurance (DOI) to display on members’ enrollment cards whether they are fully insured. Social workers would have the information to look deeper into clients’ insurance coverage as necessary to determine what is covered, and to know what to expect for reimbursement.
