Notice of rulemaking

The Department of Health (department) is considering amendments to the co-occurring disorder specialist (CODS) enhancement rule chapter, chapter 246-804 WAC, filed in WSR 25-13-086 on June 16th, 2025. 

This rulemaking will open all current rule sections and consider: (1) adding new rule sections; (2) clarifying current standards for the CODS enhancement, application process, and definitions; (3) creating new curriculum standards for training programs; and (4) developing an educational program application and approval process. This rulemaking may also address other related issues raised by the department, partners, or interested parties.

The department will schedule listening sessions and rulemaking workshops to review these potential changes in mid-late 2025. Notice of workshops will be sent out to impacted professions, including all Licensed Counselors, Substance Use Disorder Professionals, and Agency Affiliated Counselors. More information about the CODS Enhancement can be found in RCW 18.205.105
