In 2021, Sens. Amy Klobuchar (D-MN) and Joni Ernst (R-IA) sponsored the Biofuel Infrastructure and Agricultural Product Market Expansion Act of 2021 (S 2271) and Reps. Cindy Axne (D-IA), Dusty Johnson (R-SD), Angie Craig (D-MN), and Rodney Davis (R-IL) sponsored the Renewable Fuel Infrastructure Investment and Market Expansion Act of 2021 (S 227/HR 1542). These proposals would create a 10-year Biofuel Infrastructure and Market Expansion Program within USDA to provide matching grants to support investment in biodiesel infrastructure and increase consumer access to clean fuels.
The program would build on USDA's successful Higher Blends Infrastructure Incentive Program, which to date has provided $25 million in matching grants to 25 projects that will support nearly 1 billion gallons of biodiesel storage and market access in communities from Hawaii to Maine. USDA recently announced it will provide $100 million in additional funding to continue this program in 2022.
