Support HB 864: Remove Pennsylvania from California Vehicle Regulations
The Clean Air Act (CAA) was amended in 1977 under section 177 to allow states to adopt emission standards for motor vehicles if the standards are identical to the California standards. Pennsylvania is subject to California Air Resources Board (CARB) requirements for Heavy-Duty Diesel (HDD) vehicles and engines, following an order (Low NOx Omnibus Rule) adopted by the Environmental Quality Board (EQB) on March 19, 2002 via 32 Pa.B. 2327. The PA Heavy-Duty Diesel Emissions Control Program (Program) under 25 Pa. Code Chapter 126 became effective in May 2002.

This means that California regulators make vehicle emission decisions for the people of Pennsylvania! A state House bill has been introduced to formally remove Pennsylvania from California emission standards and instead align with federal standards.
