Support Energy Choice Legislation (SB 311)
It's long overdue to pass Energy Choice legislation in Pennsylvania. Over half of the states in the country have already adopted similar legislation to prohibit local governments from banning or regulating energy use (ex: installation of natural gas, oil, or propane heating systems) within their jurisdictions.

This legislation is supported by the natural gas, heating oil, and propane industry. The PPA and PAPGA recently submitted a joint letter of support on SB 311, which can be found here

An Energy Choice bill passed both chambers of the legislature in 2021-2022 but was ultimately vetoed by Governor Wolf. During the last session, it passed the Senate with a 40–9 vote but never received consideration in the House Local Government Committee.

Rep. Martin Causer (R) introduced a House Bill (HB 515 Energy Freedom Legislation), which was referred to the House Energy Committee. Senator Yaw has again introduced Senate Bill (SB 311 Energy Choice) this session which was referred to the Local Government Committee. SB 311 was voted out of the Local Government Committee on May 13 with bipartisan support and will now be considered by the Senate. The PPA anticipates that SB 311 will receive a favorable vote on the Senate floor in June but we are asking our members to contact your local Senator to emphasize industry support.

The PPA created the Energy Choice PA website in 2024 and will be activating a robust grassroots campaign if/when SB 311 gets to the Democratic controlled House of Representatives.
