Call for Action for Commercial REALTORS - Take Action NOW!  
 

Commercial practitioners, be on the lookout today for a call for action coming from NAR. H.R. 620, the ADA Reform and Education Act of 2017, will be coming to the floor of the House of Representatives as early as Wednesday next week. NAR supports the legislation as a bipartisan and common sense bill to uphold the integrity of the Americans with Disabilities Act (ADA).

This bipartisan bill would make an important improvement to the ADA by adding a "notice-and-cure" provision, giving business owners accused of a violation an opportunity to fix it before a costly legal process begins.

  GLVAR and the Legislature  
 

While it's over a year away, believe it or not, at GLVAR, we have begun working on identifying issues for the 2019 legislative session. By the time you read this, the first meeting of the Political Affairs Committee to identify issues will be underway, under the leadership of Devin Reiss and Christine McNaught. Some questions that are likely to be considered include:

  • Do we need more continuing education in our industry?
  • Do we need higher licensing standards?
  • What about a license for commercial real estate?
  • What about the knowledge threshold for our industry?
  • Should you be able to waive the Seller's Real Property Disclosure (SRPD) form?
  • Should property taxes or the real property transfer tax be looked at more closely for an increase or reduction?
  • What about the resale packet in an HOA sale, should it be good for multiple transactions?

GLVAR's Political Affairs Committee members will be debating and prioritizing issues for consideration by Nevada REALTORS® Legislative Committee later this year. That committee will meet later this summer to review all the issues coming forward from across the state for REALTORS® just like you.

Why so early? The gavel doesn't go down on the start of the 2019 session until February 4, 2019. The answer is rather simple - preparation necessitates that we begin identifying issues now, not six months or even a year from now. Much of our success in past sessions in advocating for our members is because of the preparation that goes into each and every session by our lobbying team, and the members of the Nevada REALTORS® Legislative Committee. So get ready to roll up your sleeves and join us at GLVAR to get ready for the next session. We welcome your ideas and suggestions. This is YOUR TIME to have a say in what should be brought forth to the Legislature in 2019.

  Short Term Rentals in Incline Village and Crystal Bay  
 

Early in 2017, the North Lake Tahoe Fire Protection District proposed a Resolution that would have mandated that all short-term rentals in Incline Village and Crystal Bay:

  • apply for an annual permit,
  • undergo a yearly home inspection, and
  • comply with overreaching standards.

The proposed Resolution would have severely impacted private property rights. Over the course of the past nine months, the IVBOR Public Policy Committee's workgroup has continued to work with members of the North Lake Tahoe Fire Protection District's staff. As a result of workgroup collaboration, both parties will implement an educational campaign to protect and promote the health and safety of property owners, renters, and visitors.

The campaign began this month and you should expect to see mail pieces, newspaper ads, and various social media ads in the coming months targeting fire and life safety in rental properties. Keep your eyes out for the first educational piece that will be mailed to every homeowner in Incline Village and Crystal Bay next week.

  RSAR Candidate Training - February 10, 2018  
 

This will be the fifth time that RSAR, along with its partners, has hosted the NAR designed candidate training. RSAR is joined by the Builders Association of Northern Nevada, Associated General Contractors, Association of Builders and Contractors, and the Reno + Sparks Chamber of Commerce. Current sitting elected officials have attended this training in the past. The program is a "nuts and bolts" opportunity for individuals to see the realities of running and holding office. Included in the program are various panels of local and state elected officials who bring their experiences. Local media types discuss their perspectives for potential candidates.

All REALTORS® are invited to participate on Saturday, February 10, from 8:30 am to 2:30 pm. Lunch will be provided. This event will be held at RSAR, 5650 Riggins Way, Reno. If possible, please RSVP at the Chamber by calling (775) 636-9550.

  GLVAR Campaign School - A HUGE Success  
 

Last week, on February 2, GLVAR conducted its fourth consecutive campaign school - a program designed to teach aspiring REALTORS® the nuts and bolts of how to run a political campaign, what it's like running for office, and once elected, what it's like being an elected official.

Clark County Commissioner and former Assembly Speaker Marilyn Kirkpatrick discussed her experience in running for office, and her transition from the State Legislature to one of the more powerful positions in the State of Nevada. Former Assembly Majority Leader and current Director for the Office of Economic Development for the State of Nevada Paul Anderson spoke of how he got started in politics, his historic rise to Majority Leader in 2015, the Legislature's significant achievements of that session, his work across party lines with members of Assembly and Senate Democrats, and his transition out of politics and into the role of leading the state's economic development efforts. Carrara Nevada's own Joe Brezny and Charles Gallagher of Advanced Micro Targeting walked participants through the nuts and bolts of running for office, including the importance of fundraising, and the rigors of door-to-door campaigning. In addition, noted Nevada political reporter Jon Ralston provided his perspective on how first-time candidates should deal with the media, and provided lively commentary on the issues facing Nevada's elected officials. Finally, Rocky Finseth and Joe Locatelli spoke to participants about the REALTOR® endorsement process. Bookending the day were GLVAR's VP Janet Carpenter and CEO Wendy DiVecchio. Nestled in the crowd were future leaders of Nevada, and all in all a super program for any member of the Association.

  RSARPAC Online Auction  
 

The Reno/Sparks Association of REALTORS® Political Action Committee (RSARPAC) will be holding it second online auction during the month of May. This will be an exciting event with a vast array of auction items including: golf packages, designer purses, sports memorabilia, dinner and show packages, and more. RSAR REALTOR® members will be eligible to engage in the online bidding and invest in the RSARPAC.

  GLVAR Political Affairs Speaker Series  
 

If you missed the January meeting of the Political Affairs Committee, you missed an interesting and insightful conversation with Las Vegas Metropolitan Police Department Sheriff Joe Lombardo. Over 60 members of the Association showed up to hear the Sheriff address the tragic strip shooting and the drop in incidences of crime on the Strip following the New Year's Eve celebration. He noted that as the economy picks up, people tend to let their guard down, and hence criminals see opportunities. We must stay vigilant on all these fronts, and what REALTORS® can do is stay alert, report things that they see, and thank an officer.

February brought us a new County Commissioner. Former Henderson Mayor Jim Gibson talked to GLVAR members about his new role as a County Commissioner, and what is on the horizon for REALTORS® in Clark County.
