The current statewide average Medicaid operating rate for nursing homes is approximately $279 per day. This outdated level of funding results in a dismal reimbursement rate of $11.62 per hour for 24-hour care in a skilled nursing facility.
To truly address New York’s years and years of disinvestment in its nursing homes and help address the long-term care workforce crisis, the State must add additional Medicaid funds and rebase the system for skilled nursing facilities. This must be done together with industry partners and technical experts in skilled nursing home rate setting.
Rebasing at regular intervals with additional funding allows for consistent updates to the Medicaid base rate. These updates will ensure that the State’s reimbursement is better aligned with current costs and that providers have the resources necessary to sustainably recruit and retain quality direct care staff.
