Letter from CCO Executive Director 

Dear Faithful Citizens of Ohio,

As we approach the last month of the two-year 135th General Assembly (2023-2024), also known as the lame-duck period, Ohio legislators are focused on passing the most urgent bills before the end of the calendar year. The CCO staff remains committed to testifying for and moving legislation that advances the common good while ensuring harmful legislation is not inserted into bills in the last days of the calendar year. We are also preparing for the always monumental State Operating Budget, which is debated during the first six months of odd-numbered years. We have also begun outreach to our newly elected and re-elected federal and state legislators to share the mission of CCO and the Church’s vision for building a culture of life and civilization of love.

Legislative Update 

HB 5 to Modernize Adoption Law Passed the Ohio Senate
House Bill 5, supported by the Catholic Conference of Ohio, passed the Ohio Senate with a unanimous vote of 31-0. The bill would align Ohio law with Supreme Court precedent, align laws from county to county, and address the unnecessary length and cost to finalize certain adoptions. The bill previously passed the Ohio House of Representatives with a unanimous vote of 95-0 and now goes to the desk of Governor DeWine.


CCO Testified in Support of HB 475 on State and Local Funding of Abortion Providers
The Catholic Conference of Ohio testified in support of House Bill 475 which ensures state and local funds are not directly or indirectly used by any entity that supports, promotes, or provides elective abortions. Our faith calls us to build a civilization of love in which each woman’s pregnancy is supported by her community, including local and state governments. In no circumstance should state dollars, even by subsidy, bring about the termination of a human life. HB 475 will encourage Ohio communities to invest in a culture that empowers and supports women without compromising the dignity of the unborn.

CCO Supported HB 602 on Home Education Groups
The Catholic Conference of Ohio supported House Bill 602 which reasonably exempts "home school learning pods" from childcare regulations and prohibits local governments from unduly limiting their location and operation. The bill shows the State's support for parents to exercise their roles as the primary educators of their children in smaller settings.

Stop Remittance Transfer Fee

The Ohio House of Representatives is considering House Bill 451 (HB 451). The bill would levy a remittance transfer fee on money transmissions to a person outside the United States. HB 451 puts onerous restrictions on residents of Ohio who support friends and families in foreign nations through money transfers. These small and consistent payments from men and women living in Ohio provide critical aid to family members and communities suffering from poverty and violence. Ohio's residents should not need to pay an additional fee for fulfilling a Christian obligation to provide charitable resources to people in other countries.

Scholarship Granting Organizations 

Receive a Tax Credit for Supporting Catholic Education

Decide how your Ohio tax dollars are utilized. Individual taxpayers can claim a credit for monetary donations to an eligible scholarship granting organization (SGO) up to $750 per person or $1,500 if married and filing jointly. A donation to a diocesan SGO creates much-needed scholarships for students most in need seeking to attend a K-12 Catholic school.

Dignitas Infinita, Surrogacy 

Dignitas Infinita ("Infinite Dignity") highlights several relevant grave violations of human dignity. This month of November, we focus on surrogacy.

The Catholic Church recognizes and grieves alongside married couples suffering from infertility. Several life-affirming options, such as Natural Procreative Technology, hormone injections, or adoption, are aligned with Church teachings and available for couples seeking to grow their family. However, treatments that separate the marital act from procreation go against the teachings of the faith, such as in-vitro fertilization (IVF). Dignitas Infinita reads, “the child has the right to have a fully human (and not artificially induced) origin and to receive the gift of a life that manifests both the dignity of the giver and that of the receiver.” It is important to note, the Church emphasizes that children conceived by IVF are children of God and should be loved, cherished, and cared for. 

Dignitas Infinita adds clarity to Church teachings by standing against the practice of surrogacy, during which a child and mothers are often treated as objects. The Declaration quotes Pope Francis, “I deem deplorable the practice of so-called surrogate motherhood, which represents a grave violation of the dignity of the woman and the child, based on the exploitation of situations of the mother’s material needs. A child is always a gift and never the basis of a commercial contract.” The document continues, “The legitimate desire to have a child cannot be transformed into a ‘right to a child’ that fails to respect the dignity of that child as the recipient of the gift of life.”

The dignity of a woman acting as a surrogate is also violated, whether she enters an agreement freely or through coercion. “For, in this practice, the woman is detached from the child growing in her and becomes a mere means subservient to the arbitrary gain or desire of others. This contrasts in every way with the fundamental dignity of every human being and with each person’s right to be recognized always individually and never as an instrument for another.(Dignitas Infinita, 50). Read more about the Holy See’s efforts to address the harms of surrogacy here.

Reflection: While the Bible has several accounts of couples overcoming infertility—Sarah and Abraham, Elizabeth and Zechariah—the stories also highlight their hardships and emphasize trust and surrender to the will of God. In what ways do we try to “take matters into our own hands” rather than opening our hands to God and surrendering our worries and fears to the One who works for our good?
