Action Alert: Help Double MIECHV Funding in 2020!
On behalf of Healthy Families America, we are asking all home visiting supporters to contact your Senators, particularly members on the U.S. Senate Finance Committee, and ask them to “double federal funding for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program”.
On Wednesday, December 12, 2019, the House of Representatives passed H.R. 3, the Lower Drug Costs Now Act. Included in H.R. 3 was H.R. 4768, the Home Visiting to Reduce Maternal Mortality and Morbidity Act, legislation that would double federal funding for MIECHV from $400 million per year to $800 million per year by 2022 and increase tribal set-aside funding from 3-6%. We still need the Senate to act on this provision!
At current funding levels, MIECHV serves only about 150,000 of the 18 million parents and expectant parents who could benefit from its help. Because of limited resources, it is estimated MIECHV serves just 3% of the children and families in need. There is also an increased recognition that voluntary home visiting helps to decrease the incidence of maternal mortality and morbidity. For these reasons, the U.S. House of Representatives passed H.R. 4768.
We know that MIECHV works. The impact of voluntary home visiting in rural and urban communities alike has been well documented through research for over three decades. MIECHV is an important part of a continuum of voluntary, research-based services for families at risk for adverse health outcomes such as maternal mortality or morbidity. MIECHV-funded programs are already on the ground, addressing the social determinants of health that affect maternal and child well-being, such as social support, transportation, mental health, housing, and nutrition. MIECHV-funded programs already exist in all 50 states, D.C., 5 territories, and 25 tribal communities.
