On June 8th, 2020, Congressional Black Caucus Chair Karen Bass (D-CA), Senators Cory Booker (D-NJ) and Kamala Harris (D-CA), and House Judiciary Committee Chair Jerrold Nadler (D-NY) introduced the Justice in Policing Act of 2020. The Justice in Policing Act of 2020 is a comprehensive piece of legislation that seeks “to hold law enforcement accountable for misconduct in court, improve transparency through data collection, and reform police training and policies.”

This legislation comes in response to the global outrage over the heinous murder of George Floyd by a police officer kneeling on his neck for 8 minutes. The murders of George Floyd, Breonna Taylor, Tony McDade, Rayshard Brooks, and many others, at the hands of law enforcement, is evidence of the visceral reality of police violence against Black and Brown communities for generations.  Police brutality and the disregard for Black and Brown bodies must end!
This bill is a step toward transforming policing in America. The Justice in Policing Act would:

  • ban chokeholds and no-knock warrants;
  • require local police departments to send data on the use of force to the federal government;
  • give out grants to state attorney offices to allow for an independent investigation process to police brutality cases and;
  • make lynching a federal crime.

The Presbyterian Church (U.S.A.), Office of Public Witness, supports this bill.
In 2016, the 222nd General Assembly of the P.C. (U.S.A.) named racism as the continuing legacy of white supremacy and said that Presbyterians must be engaged in anti-racism to live into the Good News of Jesus Christ. Furthermore, the General Assembly stated that Christians’ “choice to align ourselves with love and not hate requires both a rejection of racism and a positive proclamation that God delights in Black Lives.” As such, the P.C. (U.S.A.) believes that God calls Christians to relentlessly fight against the anti-Black racism that denigrates God’s vision for the Beloved Community. Fighting against racism in our current context requires that we prevent the future murders of Black people at the hands of police by supporting the Justice in Policing Act.
While this bill is a step in the right direction, it is only the beginning. To truly reform policing, we must also acknowledge and address the anti-Black racism and white supremacy embedded in the culture of law enforcement.
Urge your member of Congress to support the Justice in Policing Act and be a champion for racial justice and equitable policing!
