Congress: Save the Unlocking Possibilities Program

A provision that would empower planners to reform zoning and development codes, create housing action plans, and modernize regulatory structures could be stripped out of the Build Back Better reconciliation package unless planners get loud now. Congressional leaders need to hear why the Unlocking Possibilities Program should be included in reconciliation. 

Urge House and Senate Democrats to retain the Unlocking Possibilities Program (Section 40103) in reconciliation.  

Based on the APA-endorsed Housing Supply and Affordability Act, the provision would make it easier for more planners and local governments to overhaul local rules that continue to stymie housing supply, availability, and safety.
