Currently, children are being asked to sign multi-page legal agreements with tech companies each time they download an application onto their phone or tablet. There are already federal policies against this, but no effective enforcement mechanism. HB1275 endures that parents in South Dakota are the ones being asked to sign the "terms of service" rather than children.
