The principals that are the basis of the HOME Illinois plan are under attack by the Trump Administration. Breaking with nearly two decades of bipartisan support, HUD is attempting to abandon the evidence-based principles of Housing First and undermine the funding stability of local Continuum of Care programs. 

These federal threats are happening while providers are already struggling to meet the needs of our state. Prevention programs are overwhelmed by need due to rising rents, homeless shelters are full, an increasing number of municipalities are choosing criminalization over compassion, and there is a severe shortage of PSH and other deeply affordable rental housing.
