This proposes a constitutional amendment to create a new property tax valuation category for the Low Income Housing Tax Credit (LIHTC).  LIHTC is our only ongoing state funding source dedicated to affordable housing. This bill would establish a fair and consistent methodology for valuing LIHTC properties, recognizing that their rents are federally capped and can NOT rise with market rates.
