The House recently passed H.R. 1, the One Big Beautiful Bill Act, which includes a five-year provision allowing full expensing of domestic R&D investments—an important but temporary step toward addressing the harmful changes to Section 174.
But more work remains. Congress must to go further—by enacting a final bill that ensures permanent full expensing of R&D and provides retroactive relief to 2022, when the amortization requirement first took effect.
Tell Congress to include permanent, retroactive R&D expensing in the final legislation.
