Support Modernizing the H-2A Program
Texas' green industry depends on a reliable legal workforce to grow, transport, install, and maintain the plants and landscapes that strengthen our communities. Yet the H-2A Temporary Agricultural Worker Program has remained largely unchanged for nearly 40 years, making it increasingly difficult and costly for specialty crop employers to access the workers they need.
Congress now has an opportunity to modernize the program through H.R. 9535, the Securing Agriculture's Workforce Act (SAWA). This bipartisan legislation would deliver long-overdue reforms by expanding access for specialty crop operations, establishing a more predictable wage methodology, and streamlining the application process to reduce unnecessary delays and administrative burdens. These improvements would help Texas nursery growers, greenhouse operations, and landscape businesses remain competitive while supporting a stable and legal agricultural workforce.
