I am writing to seek your support and cosponsorship of H.R. 2526 – The Bus Parity and Clarity Act.
In 2015, Congress enacted provisions in the Fixing America’s Surface Transportation (FAST) Act, mandating that 135 toll facilities within two covered programs must charge the same amounts for privately operated over-the-road buses as they do for public transit buses. If public transit buses are exempt from tolls, then private motorcoach providers must also be exempt.
Unfortunately, the toll authorities have largely ignored Congress's intent. Further complicating the matter, the provision has been interpreted to apply only to motorcoaches in scheduled service, not in charter service.
Charter bus companies send their buses all over the country, and there is no easy method for owners and management to find out what toll facilities are covered and what their policies are.
H.R. 2526 clarifies and instructs the Federal Highway Administration to collect the toll authorities’ charges for public transit buses and post them on their publicly accessible website.
The bipartisan bill was introduced by Representatives Jeff Van Drew and Josh Gottheimer.
