The President’s budget proposes to eliminate dedicated funding for HUD’s existing rental assistance subsidy programs – including Tenant-Based Rental Assistance, Public Housing, Project-Based Rental Assistance, Housing for the Elderly, and Housing for Persons with Disabilities – and collapses them into one State Rental Assistance block grant with dramatically reduced funding. Together, these five HUD programs help more than 4.4 million households with the lowest incomes – including families, people with disabilities, older adults, workers, caregivers, and people who formerly experienced homelessness – find and maintain stable, affordable, accessible homes. The President’s budget requests $36.2 billion for the State Rental Assistance Program, a decrease of $26.687 billion from the combined programs in FY25. The President’s budget also recommends a two-year limit on rental assistance for able-bodied adults.
The President’s budget also cuts funding for HUD’s Homeless Assistance Grants, reframes the program as an expanded Emergency Solutions Grants program, and eliminates funding for the Continuum of Care and Permanent Supportive Housing programs. This would severely limit communities’ ability to use Homeless Assistance Grants funding for permanent housing and supportive services, crucial tools for addressing the long-term housing needs of people who have experienced chronic homelessness and those who require additional support for long-term stability.
Ask your Member of Congress to support the bipartisan FY26 Senate Transportation, Housing, and Urban Development Appropriations Bill that rejects the proposed consolidation in the President’s budget and increases funding for HUD’s rental and homelessness assistance programs.
