Enacted in 2014 with bipartisan support, the Workforce Innovation and Opportunity Act (WIOA), authorizes federal employment, workforce and training programs and formula funding to states and local governments. WIOA is the largest single source of federal funding for workforce development activities that helps communities tackle and overcome challenges facing job seekers and employers.
WIOA-funded organizations, working with individuals, businesses, and community organizations, help people find work and ensure that businesses have the talent they need to remain competitive.
The FY27 President's Budget Request proposes significant changes to workforce development programs, including proposed cuts and consolidation of funding streams under WIOA. The President’s budget outlines a plan to consolidate 11 existing programs into a new "Make America Skilled Again" (MASA) grant program.
The House Appropriations Committee released its WIOA funding recommendations in early June 2026, advancing them along party lines. The bill cuts funding for WIOA and the National Apprenticeship Act to $2.6 billion. Specifically, the WIOA Youth program is proposed for complete elimination, and the WIOA Adult program would be rescinded later in the fiscal year.
Ask your Member of Congress to oppose the proposed consolidation in the President’s budget and maintain at least enacted funding levels for the WIOA programs in the FY27 Appropriations Bill.
