We the undersigned are writing on behalf of the 29,000 faculty, including tenure-track professors, lecturers, librarians, counselors and coaches from all 23 campuses of the California State University (CSU) system, to respectfully request that you approve a 2022-23 state budget that enables the CSU to provide the dedicated and hard-working faculty and staff at the CSU with fair and competitive compensation.
In the January Budget Proposal, the Administration proposed a $211.1 million, or 5%, increase in ongoing, General Fund for operating expenses for 2022-2023. The Administration’s May Revision Budget Proposal did not increase this amount. While we are appreciative of this increase in base funding, we believe it is inadequate to provide the faculty and staff of the CSU with appropriate and much deserved increases in compensation.
Funding Request: The California Faculty Association’s contract agreement with the CSU provides a 4% salary increase for its members effective July 1, 2022 contingent upon an ongoing General Fund base
augmentation of $300 million in 2022-23. We believe that the recently agreed-upon Joint Legislative Budget Agreement allocation of $311.1 million in ongoing base funding augmentation for operating
expenses in 2022-23 would fund CFA’s negotiated compensation increases as well as equivalent increases for all CSU employees, including those currently in negotiations. Therefore, we respectfully request that the final budget be approved with at minimum the amount included in the Joint Legislative Budget Agreement. We also want to point out the compelling need to provide funding for the California State University Employees Union (CSUEU) Staff Salary Study Recommendations.
We would like to thank you for your enduring support of public higher education and, in particular, the students and faculty of the California State University. We look forward to continuing to work with you and the Legislature in crafting a final budget that supports the nearly 500,000 students enrolled in the CSU system and the education professionals who educate and support them.
