The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) says that the companies that produce and profit from hazardous substances they discharge into the environment are responsible for their cleanup. However, what CERCLA considers a “polluter” is anyone who "touches" the substance. PFAS is regulated under CERCLA and, as a "forever chemical", it is everywhere and does not degrade. As a result, water utilities are "touching" PFAS simply because someone released it into the water supply. 

Tell Congress to support the bipartisan Water System PFAS Liability Protection Act (HR 1267) to ensure that utilities are not held liable for the actions of corporations and ratepayers should not bear the financial, health, or environmental burden of bad actors.
