Increasing and fierce attacks on conscience rights regarding abortion cry out for an immediate remedy. Nurses and other health care providers and institutions are being forced to choose between participating in abortions and leaving health care altogether. Churches and pro-life Americans are being forced to provide coverage for elective abortions-including late-term abortions-in their health care plans. Opponents and supporters of abortion should be able to agree that no one should be forced to participate in abortion. The Conscience Protection Act (CPA) is much-needed, common-sense legislation which will clarify federal law and ensure that those who provide health care and health coverage can do so without being forced by government to help destroy innocent unborn children.
The Second Vatican Council declared, "[T]he human person has a right to religious freedom. This freedom means that all persons are to be immune from coercion on the part of individuals or of social groups and of any human power, in such wise that no one is to be forced to act in a manner contrary to his or her own beliefs, whether privately or publicly, whether alone or in association with others, within due limits. ... This right of the human person to religious freedom is to be recognized in the constitutional law whereby society is governed and thus it is to become a civil right."
