On June 3, the PA state House passed legislation, sponsored by House Commerce Committee Chairman Scott Conklin, supported by PASSA, to add needed updates to the PA Self-Service Storage Facility Act. The bill makes a number of changes to current law. First, the bill would allow for electronic delivery of rental agreements. Occupants failing to sign or pay their rental agreements could have their unit access restricted or denied, even before their goods are removed from the unit and may have their personal property disposed of. Second, it would reduce the default period from the current 20 days to 10 days. And finally, the bill provides for termination of contracts, with a 14 day period to remove items, and gives the storage owner the right to dispose of property not removed within the stated period.
The bill passed by an overwhelming, bipartisan, 194-9 vote. It now moves to the Senate, where it has been referred to the Senate Consumer Protection & Professional Licensure Committee.
