SB 103: Support Families, But Make It Sustainable
SB 103 would create a refundable child tax credit to provide financial relief to families raising children in Connecticut. We support the goal of returning money to families, especially in a high cost state where inflation and everyday expenses continue to strain household budgets. When the state has strong reserves and surpluses, taxpayers should benefit.

However, SB 103 establishes a permanent credit that would become an ongoing part of the tax code. Refundable credits create long term financial commitments. Connecticut has faced budget challenges in the past when temporary surpluses were used to fund permanent programs.

If lawmakers move forward with SB 103, it should be structured to remain sustainable during economic downturns and paired with careful spending review. Families deserve meaningful relief, but they also deserve fiscal stability built on predictable revenue, not temporary windfalls.
