SB 151: Protect Local Control in Housing Decisions
SB 151 would limit certain local land use and zoning rules in an effort to address housing concerns. While expanding housing opportunities is an important goal, we oppose SB 151 in its current form because it reduces local decision making authority and raises fiscal and implementation concerns.

Connecticut towns have long operated under home rule, meaning local leaders make zoning decisions based on their community’s infrastructure, schools, roads, and fiscal realities. SB 151 shifts more authority to the state and limits that flexibility.

The bill could also create new administrative responsibilities for municipalities without clearly identified funding, potentially increasing costs for local taxpayers. Housing policy should balance statewide goals with local input and practical capacity. Lawmakers should pursue solutions that expand housing opportunities while preserving local governance and avoiding unintended financial burdens.
