This bill changes the structure of the Regulation Review Committee, shifting it from an evenly divided, bipartisan body to one controlled by the majority party. That means regulations affecting energy, labor, healthcare, and more could move forward without bipartisan agreement.
The current system was intentionally designed to prevent unelected agencies from reshaping policy without proper legislative oversight. It forces negotiation, scrutiny, and compromise.
HB 5554 removes those guardrails.
