HB 5340: Subsidizing Solar, Raising Bills
Connecticut lawmakers are advancing HB 5340, a sweeping energy bill that could add up to $11 billion in long term costs to your electric bill.

These costs don’t stay in Hartford.
They show up every month through the Public Benefits Charge.

The bill expands solar subsidy programs that lock in payments for up to 20 years, with new projects added year after year. That means costs stack, not shrink.

Even utilities, regulators, and energy experts are raising red flags. They warn the bill weakens competition, allows government set pricing, and shifts costs onto families and small businesses.

Worse, some programs have no clear cap, exposing ratepayers to unlimited future costs.

Connecticut has already seen clean energy program costs surge. This bill accelerates that trend, while reducing the safeguards that once helped control it.

Clean energy matters.
But affordability matters too.

Tell lawmakers: Don’t approve billions in new costs without real protections for ratepayers.
