Tell President Trump To Reverse Course and End the PLA Mandates
On June 12, the Office of Management and Budget announced that the Trump administration will continue enforcing former President Joe Biden’s Executive Order 14063 and its final rule mandating project labor agreements on federal construction projects valued at $35 million or more. 

ABC strongly opposes the administration’s decision to uphold this Biden-era rule, which discriminates against merit shop contractors and restricts 90% of the U.S. construction workforce—those who choose not to join a union—from fairly competing to build taxpayer-funded projects.

ABC calls on President Trump to reverse this decision immediately and instead issue a new executive order that encourages fair and open competition, repeals government-mandated PLA requirements, and restores the ability for all qualified contractors—regardless of labor affiliation—to compete on a level playing field.

Despite earlier efforts by the Department of Defense and General Services Administration to pause PLA mandates, legal action by North America’s Building Trades Unions led a D.C. federal judge to block these reforms. Now, with the Trump administration choosing to maintain Biden’s policy, taxpayer dollars will continue to be spent inefficiently, with inflated costs and project delays, especially on critical infrastructure and national security projects.

We urge ABC members to contact President Trump now and tell him to return to his principles of merit, fairness, and free enterprise—and rescind Executive Order 14063.
