  ABC opposes Wilmington apprenticeship proposal  
  Wilmington City Council introduced Ordinance 18-041 last week.  It would amend Chapter 8 of the City Code to require Developers receiving financial assistance from the City of Wilmington on residential construction projects to hire workers from Class A apprentice programs. The ordinance also mandates that 15% of the workers on the project must come from these programs the first year, 20% the second year, 25% the third year and 30% the fourth year.  It also sets a minimum wage of $15/hour the first year, $16/hour the second year and $17/hour the third year and $18/hour the fourth year.  The bill was referred to the Community Development committee for a hearing.  For a copy of the ordinance, please click here.

  2020 Delaware Election Candidates  
  The filing deadline for candidates in Delaware has come and gone.  With that in mind, ABC Delaware is proud to provide you and your employees with a list of all statewide, county and city races that will be on the ballot in 2020.  You will receive a list of candidates for the Primary in September and an updated list after the primary for the General Election in November. Please distribute this to your employers and encourage them to vote on Election day.  The list of candidates for the September 15 primary can be reached by clicking here

Here are important dates for you to share with your employees as well.
August 22 - Deadline to register to vote in the Primary.
September 15  - Primary Day open from 7 a.m. - 8 pm. Only registered voters from participating parties may vote.  DEADLINE for voters to return voted absentee ballots for the Primary Election to the Department of Elections County Office of the county in which the voter resides.
October 10 - Deadline to register to vote in the General Election.

November 3 - General Election Day for US, State and local races. Polls open from 7 a.m. - 8 p.m. All registered voters may vote.

  Sussex County provides report on Comprehensive Plan  
  The first annual report regarding Sussex County's 2018 Comprehensive Plan was sent to Governor John Carney as part of the yearly requirement for counties. The annual report is intended to comply with Title 9, Section 6958 of the Delaware Code. Delaware law mandates that all counties and municipalities have a Comprehensive Plan in place. Counties and municipalities must review and update those plans for State certification every 10 years, while also providing annual updates on the progress of implementation.

  Pro Act tops Biden agenda  
  We are nearly 100 days away from Election Day 2020, the day that will shape our country for the next decade. Unfortunately, we could see the PRO Act again, sooner rather than later. The PRO Act is organized labor's No. 1 priority and Joe Biden would sign into law if elected president.
 
Biden recently released the '
Biden-Sanders Unity Task Force Recommendations,' campaign document, in which he vows to prioritize passing the PRO Act. The PRO Act (H.R. 2474) is full of Obama-era, radical policy changes that would strip workers of their freedom, choice and privacy-three sacred American values and critical components of a thriving 21st century economy.
 
First, the PRO Act undermines employee freedom because it eliminates secret ballots in workplace union elections. American workers should be allowed to exercise their fundamental right to elect workplace union representation in an environment free from union or employer coercion and intimidation.
 
The PRO Act also undermines employee choice by eliminating state right-to-work laws.
A total of 27 states have passed right-to-work laws prohibiting employers from requiring employees to join unions as a condition of employment. By gutting state right-to-work laws, the PRO Act will force individuals to join a specific union and forfeit a portion of their hard-earned paychecks to support the activities and influence of unions if they want a job at a unionized jobsite, factory, school or company.
 
In addition, the PRO Act attacks employee privacy by forcing employers to disclose personal information on all employees to union officials, including phone numbers, email addresses and schedules-without employees' consent. In addition, unions are not required to protect this personal information. Not only does this requirement violate state privacy laws, but it also exposes employees and their families to union organizing harassment and intimidation on the jobsite and at home.


We cannot afford to sit on the sidelines this year. If there is one reason to go to the polls this November, it is this-protect the merit shop and the opportunity for a fair chance to win work and deliver that work safely, ethically and profitably.
