In the past month CCA volunteers and staff have been busy in Salem. Testifying in the joint Ways and Means Committee on the ODFW Budget to ask that priorities important to our fisheries are funded and prioritized.
Including:
- Funding for predation control, both pinniped and avian predation
- Funding for hatcheries including two new programs for Spring Chinook on the Central Oregon Coast, and infrastructure improvements to facilities to allow them to apply more modern hatchery practices
- Recreational priorities including following through on the Columbia River Reforms
Recreational angling funds more of the ODFW budget than any other user group. It is time that ODFW not only recognized this, but prioritize recreational angling as a way forward to help fill the agencies budget deficits.
Planning is coming together to hold a "Sea Lion Town Hall" in Oregon City at Clackamette Park on May 30th with guest speakers including Congressman Kurt Shrader who is pushing a federal bill to modify the Marine Mammal Protection Act and allow state control of Pinnipeds. (POST LINK TO VV HERE) We also expect members of the Columbia River Treaty Tribes, ODFW and Oregon legislators to be on hand and speak. More details coming on this.
CCA's professional staff has been meeting with members of Governor Brown's office to discuss the needs of having a real sport fishing advocate on the ODFW Commission. There are two seats that will soon be announced. The make-up of the commission over the next few years of the transition period of the Columbia River Reforms is critical.
CCA volunteers and staff are working hard to represent our members in the legislature and ODFW and push for improvements to our fisheries.

As we enter 2015 it is with great expectations for the year ahead. With Executive Director Chris Cone now entering his second year of employment CCA Oregon is firing on all cylinders. All committees are meeting regularly, addressing the day to day needs of our volunteer organization. Areas of focus have been identified and plans are being implemented that will address the major issues identified by our membership as important in the near future. During the current legislative session and going forward we will be monitoring the continued implementation of historic Columbia River Harvest reforms, protecting and enhancing hatchery production by supporting science based improvements in hatchery infrastructure and efficacy, tackling artificial levels of predation both avian and pinneped while asking that ODFW concentrates on expanding opportunities for recreational anglers to balance their budget by prioritizing those opportunities as opposed to charging more to the shrinking base of license holders that currently support their budget.
As state President I have been very encouraged by the progress CCA Oregon has made and the maturity we have exhibited as an organization. It is truly an honor to work with the army of dedicated volunteers and staff that have helped to make us the strong organization we have become. Thanks Much and keep up the good work.

CCA on the Oregon South Coast

CCA Oregon started the South Coast Chapter last March of 2014. The chapter consistently meets monthly basis on the first Thursday of every month at the Marina Activity Center, in Winchester Bay, Oregon. The meetings are interesting and fun and there is much discussion about fish conservation projects, fishing techniques, successes and including failures and mishaps. Guest speakers do presentations regarding numerous points of interest. The bonus is there the chance in the raffle for fishing related items.
The South Coast Chapter is interested in improving fishing opportunity in the coastal rivers as well as ocean fishing from the Siuslaw River to the Chetco River. Some of our members are also volunteers at local STEP Hatcheries.
Projects
The chapter started their first fish habitat project, Christmas Trees for Salmon, at the end of 2014. The Reedsport Lions Club helped the by handing out fliers with each tree that they sold. Local residents dropped their trees on a trailer provided at the Price and Pride parking lot. Additionally, the Reedsport Trash Transfer Station collected trees for us to pick up. Over two hundred trees were transported to the BLM Maintenance Yard on Mill Creek to be stored temporarily until water flow conditions become favorable. All the trees collected are destined to be secured in Camp Creek tributaries. The Christmas trees will accelerate the build-up of woody debris, beneficial bacteria, structure to protect small fish from predators and eventually, gravel for fish spawning
This year numerous projects are being planned to improve local fishing opportunities. The chapter plans to work with ODF&W as well as other organizations for the betterment of fishing in our and adjacent communities.
Tournament and Banquet
A salmon fishing tournament for everyone! If you fish from shore, in a kayak or a boat, you can win this tournament. The South Coast Chapter is sponsoring a salmon fishing tournament will start on September 23 and end on September 26 at Noon. An award ceremony will take place at the beginning of our banquet at 1:00 PM on September 26. The banquet will be a gala affair featuring excellent food, a silent auction, a live auction and many opportunities to go home with great prizes.
Please join the South Coast Chapter of CCA, Oregon in our efforts to improve fishing opportunities. Anyone can fish, but can you catch? Getting involved...

The Development Committee has been working on ways to better engaged the Chapters with the communities in which they lay. We have developed a list of activites that allows chapter members to get involved in a variety of ways. Anyone can play a role that helps the grassroots movement of CCA. If any of these activities peak your intrest, contact your chapter president.
Community Outreach Ideas For Chapters
Outreach is defined as the practice of offering support and education to community members. If we are to grow as we should; a huge part of the success will come from community outreach through local chapters throughout the state. The concept is that new members and new leaders will arise from these opportunities and events, while partnering with other organizations at high levels, growing CCA.

Oregon Court of Appeals affirms Columbia River gillnet rules adopted by ODFW
|
|
|
In a landmark ruling today, the Oregon Court of Appeals cleared the way for the Oregon Department of Fish and Wildlife (ODFW) to continue implementing a bi-state plan to remove non-tribal gillnets from the mainstem of the Columbia River, providing decisive step forward in a long-running battle waged by conservationists to ban the destructive commercial fishing gear.
The Court dismissed outright all but one of the many challenges brought by gillnetters against the rules and ultimately found that none of the arguments were compelling enough to overturn the state agency's decision to implement a phased-in removal of the nets. CCA Oregon, which has been fully engaged in the current gillnet ban effort since inception and was the only outside group to formally enter as a party to the lawsuit, was instrumental in achieving today's ruling. CCA Oregon Chairman Dave Schamp hailed the Court's decision.
"This is a tremendous win for Oregonians, anglers and, most importantly the fish we cherish," said Dave Schamp, CCA Oregon Chairman of the Board. "It has been a long, expensive endeavor but one that CCA was committed to every step of the way. I could not be more proud of the way our members have stepped up, from raising funds to defend against the lawsuits to providing testimony in Salem and everything in between. As expected, we finally prevailed and now we look forward to navigating the transition period to remove those non-tribal nets."
In 2012-2013, both the Washington and Oregon Fish and Wildlife commissions adopted a plan proposed by then-Oregon Gov. John Kitzhaber that prioritizes recreational fisheries in the mainstem of the Columbia River and eliminates the use of non-tribal gillnets in the lower Columbia's mainstem after a transition period ends in 2017. The Governor's plan was offered in the wake of CCA's successful efforts to put a gill net ban initiative on the Oregon ballot. However, unlike the ballot initiative, the bi-state reform plan resulted in both states adopting a plan that eliminates the use of non-selective gill nets. The plan has also provided increased recreational fishing opportunity on the Columbia River, which will continue to increase as the plan is fully implemented.
Commercial gillnet interests have repeatedly sought to overturn the policy, but have been denied every time. Last month, the Washington Court of Appeals dismissed a similar lawsuit from commercial gillnet interests challenging the Washington Department of Fish and Wildlife's adoption of the same plan. CCA also formally intervened as a party to that lawsuit.
"When the gillnetters and processors sued to stop these reforms, we were there to oppose them in court and we will have to be prepared to do that again in the future," said Bruce Polley, CCA Oregon Vice President. "Today is a good time for CCA members to reflect on everything that was done to build an organization capable of engaging meaningfully in every level of the administrative, legislative and legal systems to see this through to the end. Tomorrow, we get back to work making sure that the plan is properly implemented and tackling the other threats to the health of our fisheries." |
