This bill is as much about avoiding climate change's worst impacts as it is about supporting vulnerable communities. It would:

• Impose a carbon fee to reduce emissions and use the revenue to support low- and middle-income individuals;
• Provide transition assistance to farmers, communities that rely on carbon-intensive industries, and communities living on the front lines of climate change; and
• Establish a federal agency to finance climate mitigation and adaptation projects.
