FEMA is an essential part of the disaster relief equation, but it's far from perfect. The bipartisan FEMA Act of 2025 (H.R. 4669), which recently cleared the House Transportation and Infrastructure Committee, proposes a number of broadly supported changes, including a streamlined federal assistance process, more simplified requirements around reimbursement, and the establishment of FEMA as an independent agency.
