Congress—not the executive branch—has the power to declare war. But that hasn't stopped the Trump administration from starting a conflict that has killed thousands of civilians, driven fuel prices up, and disrupted global energy markets, threatening oil and gas supplies and leaving many countries around the world unable to meet their residents' electricity needs.
