The Health Care Availability Act (HCAA) in Colorado is a landmark law passed with bipartisan support that ushered in an era of medical liability insurance stability that endures today. Since its enactment in 1988, it has proven to be a key factor in attracting and retaining highly qualified physicians to practice in Colorado.
Copic believes, however, that access to quality care is critical. One way to ensure this is to foster an environment where health care providers are encouraged to review their peers; to report adverse outcomes and near misses and learn from them; and to educate others. The Colorado Professional Review Act (CPRA) helps create such an environment by providing legal protections for the professional review committee as well as the participants.
In 2019, the Candor Act was signed into law. It established a program to create a voluntary alternative to the current tort system. Candor is designed to promote open discussions, understanding of what happened, and identification of steps that may be taken to prevent similar outcomes, if possible. These elements are aligned with Copic's mission and therefore policy focus.
Copic works in collaboration with its partners to maintain these laws which ensure a stable tort environment and improve access to safe, quality health care delivery.
