URGENT: Protect Housing Production – Tell Lawmakers to Fix HB 5003
Lawmakers are advancing wage theft provisions in HB 5003 that would make builders responsible for unpaid wages of subcontractors—regardless of whether they had any direct control over those workers.

While addressing wage theft is important, the cases cited to justify this policy overwhelmingly involve out-of-state contractors on large commercial and high-density projects—not the type of work performed by HBRA members.

As written, this bill applies broadly and would directly impact small and mid-sized residential builders across Connecticut.

  • Increase liability and legal exposure for builders
  • Drive up insurance and construction costs

single-family homes, townhomes, 2–4 family housing, and multi-family projects under 200 units.
