IBWA Announces Support of Recycling Legislation in Press Release
Recently, IBWA issued a press release explaining its support of the Recycling Infrastructure and Accessibility Act (RIAA) and the Recycling and Composting Accountability Act (RCAA), as these key pieces of legislation are critical to improving recycling efforts nationwide.
“The Recycling Infrastructure and Accessibility Act will create a pilot program to help fund recycling programs in underserved areas,” says IBWA President and CEO Joe Doss. “We believe this bill will help boost recycling rates around the country and divert items from landfills.” Click HERE to read more.
IBWA Continues Working to Seek Relief from 25 Percent Tariffs, Renew GSP Program
IBWA is continuing to work with lawmakers to seek relief from the 25 percent tariffs on bottled water coolers imported from China, as well as renewing the Generalized System of Preferences program. A Congressional conference committee has been tasked with hammering out differences between the U.S. House of Representatives and Senate trade bills that address the tariffs. IBWA is seeking to have language from the Senate measure included in the final legislation. Specific to tariffs on water coolers, the Senate bill mandates that the U.S. Trade Representative (USTR) provide exclusions through December 31, 2022, for products that had previously received an exclusion from these tariffs. The retroactive date would be January 1, 2021, which would provide for reimbursements of tariffs paid since that time. The House bill does not include this language. Click HERE to read more.

These bills will:
- Maintain the current high quality and safety of bottled water
- Not change DEP’s role with respect to bottled water source water withdrawal and source water quality
- Align Pennsylvania food safety oversight with the majority of other states
- Provide consistency in food manufacturing regulations, inspections, and oversight
- Treat bottled water as a food product rather than a public water system
Advocacy In Action - Niagara Bottling Hosts Two Members of Congress at Ohio, Pennsylvania Plants
Niagara Bottling, LLC, recently opened its doors and invited two members of Congress to tour their plants. Representative Joyce Beatty (D-OH-3), chair of the Congressional Black Caucus, visited Niagara’s Gahanna, Ohio plant, and Representative Susan Wild (D-PA-7) visited Niagara’s plant in Allentown, Pennsylvania. Extended Producer Responsibility (EPR) and packaging policies are hot topics in states and within Congress. LA City Counsel Takes Action on Bottle Water Ban Proposal
The LA City Council Energy and Environment Committee heard a report from the LA Bureau of Sanitation (LASAN) on April 7 regarding an update and recommendations on the reduction of single-use plastics in the city. The Committee had requested LASAN to provide details on how the city would move forward with several elements of a report from LASAN that seeks to limit use of single-use plastics, reusable alternatives, zero-waste events and facilities, and a timeline for implementation.
