This mandate discourages competition from potential bidders by forcing contractors to sign union collective bargaining agreements, hire workers from union halls and apprenticeship programs and accept compulsory union representation on behalf of any members of their existing workforces.
IEC calls on President Trump to reverse this decision immediately and instead issue a new executive order that encourages fair and open competition, repeals government-mandated PLA requirements, and restores the ability for all qualified contractors—regardless of labor affiliation—to compete on a level playing field for federal and federally assisted construction projects. Such a measure would save taxpayers $10 billion annually.
A coalition of merit shop associations — including IEC — signed and sent a letter to the White House strongly opposing the continuation of PLAs on September 23. We need our members’ help to sustain pressure on the administration until this decision is repealed.
