Take Action: Support the Prove It Act to Protect Small Contractors from Costly Regulations
IEC is calling on members to take action in support of the Prove It Act of 2025 (H.R. 1163)—important legislation that strengthens protections for small businesses under the Regulatory Flexibility Act (RFA).

IEC recently joined a broad coalition of small business and construction organizations urging Congress to pass this bill to ensure federal agencies fully evaluate how new regulations impact small employers before those rules take effect.

For electrical contractors, the stakes are high. Many IEC member companies are small businesses that do not have teams of lawyers or compliance specialists to navigate complex federal requirements. When agencies fail to properly account for small-business impacts, regulations can increase costs, limit growth, and divert resources away from hiring, training and project delivery.

The Prove It Act would:

  • Increase accountability by requiring agencies to demonstrate they have considered small-business impacts.
  • Strengthen small-business participation in the rulemaking process.
  • Help prevent one-size-fits-all regulations that disproportionately burden merit shop contractors.
  • Provide greater certainty so contractors can plan, invest and compete.
