  NADA WASHINGTON CONFERENCE MEETINGS SUCCESSFUL  
 
Dealers from across America convened on Capitol Hill last week to urge their congressmen to cosponsor House Resolution 5403. Already over 50 cosponsors have signed on to this resolution!

The bill, introduced in the House on Monday, Sept. 8, is formally titled H.R. 5403, the "Reforming CFPB Indirect Auto Financing Guidance Act." If passed, it would nullify the CFPB's guidance on auto lending issued in March 2013, compel a "public notice and comment period" before future guidance is issued in final form and require the CFPB to conduct "a study on the costs and impacts of such guidance to consumers and women-owned, minority-owned, and small businesses."

The National Automobile Dealers Association recently sent its members a "dealer alert" urging members to contact their elected representatives and ask them to cosponsor or otherwise support the bill. "The CFPB's actions will likely raise the cost of credit for car buyers," said NADA Chairman Forrest McConnell, in a written statement. "The CFPB is attempting to change the $905 billion auto loan market and limit market competition without prior public comment and without analyzing the impact of its guidance on consumers." 

"H.R. 5403 is needed because it requires the CFPB to follow a transparent process when issuing auto finance guidance," McConnell said. "The bill would rescind the 2013 auto finance guidance and require public participation for future guidance before it is issued."

  OSHA REPEALS DEALER RECORDTAKING EXEMPTIONS  
  The Occupational Safety and Health Administration (OSHA) today repealed a number of industry exemptions from its mandate that employers with 11 or more employees keep a workplace injury and illness log, including one for car dealers that dates back to the 1980s. Effective January 1, 2015, car dealers must use OSHA Form 300 to record workplace injuries and illnesses.  By February 1, 2016, they must also post an OSHA Form 300A summary of the workplace injury and illnesses that occurred in 2015. Dealers can access an OSHA fact sheet on today's rule and an online tool to train employees on how to fill out the newly required forms.  

As a concession, the final rule contains a commitment by OSHA to review the efficacy of today's changes in two years, the direct result of NADA's unwavering opposition to the exemption repeal, first proposed by OSHA in 2011.   OBITUARIES  
 
Gloria J. Ochs
IADA is saddened to share the passing of Gloria J. Ochs, 73, of Newton, IADA Board Member Louis Ochs' wife. Gloria passed away Sunday, September 14 at Barnes Jewish Hospital in St. Louis. 

Visitation will be held from 4-8 p.m. Thursday, September 18. Mass of Christian Burial will be celebrated at 10:30 a.m. Friday, September 19 at St. Thomas the Apostle Catholic Church in Newton. Meyer Funeral Home in Newton is in charge of arrangements.

Gloria and Louis had been married 53 years with three children and nine grandchildren. The couple became owners of Louis Ochs Chevrolet in 1983, and Gloria worked alongside Louis until her retirement in 2010. Gloria was very involved throughout her community: a member of St. Thomas the Apostle Catholic Church, an active member of the Jasper County Home Extension, and Knights of Columbus Ladies Auxiliary. She enjoyed working in her flower garden, crocheting, sewing and quilting, but her greatest joy was spending time with her family, especially the grandchildren. 

IADA sends its deepest sympathy to Louis Ochs and his family during this time. Gloria was a wonderful woman and friend and will certainly be missed! Memorials may be made to Pulmonary Hypertension Association, St. Thomas Catholic Church or St. Thomas Catholic School.  
Frances L. Ford
IADA extends its sympathies to the Dolan family on the death of Frances L. Ford, who died on September 3rd. She was the mother of Freeway Ford Truck Sales proprietors Mary Fran Dolan and her husband, Tom Dolan, IADA Past Chairman. 
 
The Glenview resident was a permanent deaconess at Glenview Community Church, a philanthropist to many charitable organizations, and a die-hard Chicago Cubs fan.
 
Other survivors include daughters Beth Anne and Nancy Jane; and five grandchildren. Memorials appreciated to Glenview Community Church or to the Salvation Army, (773) 725-1100.
