Phase 4 Reopening - June 26th
Today, all four Illinois regions are able to move to Phase 4 of Governor Pritzker's plan to gradually reopen the State of Illinois. Few of the changes from Phase 3 to Phase 4 directly impact the motor vehicle retail industry. However, Phase 4 includes changes that open additional sectors of the economy and make child care more readily available for working parents. Advancing to Phase 4 is seen as a sign that the Governor and his advisors see the State making progress against COVID-19.
Some key changes in Phase 4 include: Increasing the size of gatherings from 10 to 50 people; reopening all child care and summer programs, subject to IDPH guidance; permitting all outdoor recreation; reducing limitations on the return to work for "non-essential employees"; and reopening bars and restaurants (with limited capacity).
The Department of Commerce and Economic Opportunity (DCEO) released Phase 4 guidance for retail businesses and a retail business toolkit. This information can be found here.
IADA recommends that dealers continue to follow the IADA Operation Recommendations for Dealerships found on our website at www.illinoisdealers.com. |

Legal Reminder: Minimum Wage Increases Take Effect July 1, 2020
The statewide minimum wage will increase from $9.25 per hour to $10.00 per hour on July 1, 2020. On January 1, 2021, and each on January 1st thereafter, the State minimum wage will increase by $1.00 per hour through January 1, 2025, when the minimum wage will reach $15.00 per hour.
Employers in Cook County, outside of Chicago, will see the minimum wage increase on July 1, from $12.00 per hour to $13.00 per hour. The Cook County minimum wage will increase annually thereafter at the rate of inflation, not to exceed 2.5%. Home rule communities other than Chicago that are located within Cook County can vote to opt out of the minimum wage increase.
Also on July 1st, the minimum wage in Chicago will increase from $13.00 per hour to $14 per hour.
Illinois employers are advised to review their pay plans before the end of this month to make sure that they meet minimum wage obligations.
