Process for Obtaining TRPs from SOS

For dealers who need a fresh supply of TRPs, the SOS has provided the following instructions.

 PLACING TRP ORDERS

If you are currently locked out of the TRP system or do not have a superuser, please contact the Dealer Division at 217-782-2943.

If you do have access to the TRP system, please follow the instructions below to place an order.   

  1. The superuser must log into the TRP system.
  2. Go to main menu and click on “request TRP/Drive Aways”.
  3. Select passenger/truck, MCY, or Drive Away/7 Day permits.
  4. Select the number of boxes (25 TRP’s per box).
  5. Submit and finalize order.
  6. Confirmation will state “permit order has been placed”.

 

During this time, we will allow dealers to arrange to pick up their inventory from our Springfield warehouse.  Instructions are listed below.

 

WAREHOUSE PICK-UP PROCEDURES

If a dealer needs to pick up the TRP’s rather than have them mailed from the warehouse, the dealer must contact IADA/CVR at 217-753-0220 to inform them who will be picking up the order and on what day.  The person picking up the order must show their state-issued ID (Driver’s License) to receive the order.

 

The SOS warehouse is located at 3701 Winchester Road, Springfield, IL 62707.  Please go to the east bay door for pickup.   

SOS will offer a TRP training course for dealers who need to train new TRP issuers or need a refresher course on the TRP process on Tuesday.  Information about the time and registration for the training will be provided in a later bulletin.

 

Secretary of State Reminds Dealers Not to Issue 7-Day Permits

The Secretary of State’s Office issued a reminder that dealers impacted by the CDK cyberthreat should not issue 7-day permits as an alternative to the title and registration/TRP process at www.ilsos.gov.  By rule, 7-day permits are limited to the following uses:

  1. Test-driving a vehicle being sold by a non-dealer without current registration;
  2. Driving a homemade trailer to a Secretary of State facility for inspection;
  3. Driving a vehicle that has a registration renewal hold due to a failure to comply with the emissions requirements to an EPA testing station; and 
  4. Driving a vehicle that must be inspected to an authorized inspection site to be titled as rebuilt or to obtain a safety inspection.

If you issued a 7-day permit that is expiring, SOS  will allow you to apply for title and registration  in the PERT system and issue a  90-day TRP to the customer.  Please mail the PERT application along with a copy of the application used to issue the expired 7-day permit to IADA at:

IADA will audit the PERT application and  work with SOS to void the original 7-day permit application.

 

Electronic Processing Option for Pending CVR Transactions

The Secretary of State’s Office has created an optional procedure for completing pending CVR transactions to address license plates issued around the start of the CDK cyberthreat.  Primary focus for this procedure should be on transactions started on June 17 and 18, which may not have been verified on SOS’s database.

For pending transactions where you have prepaid the sales tax to the Illinois Department of Revenue but have not completed the title application, you can mail the CVR title application and supporting documents with a check for the title and registration fee to IADA.  IADA will work with SOS to process these applications.

For pending transactions where the tax has not been prepaid, you can pay sales tax on the Department of Revenue’s MyTax page and use the SOS PERT application to apply for title and registration and issue a TRP.  Please mail the pending application and the returned license plate to IADA.

For information about completing PERT transaction, please click this link to view the tutorial prepared by CVR for processing vehicle sales tax returns on the Department of Revenue website and title applications on the Secretary of State website for dealers impacted by the CDK cyberthreat.  The tutorial includes information about the TRP process as well.  When issuing a TRP, it is essential that the superuser confirms the issued TRP before exiting the TRP system or you will not be able to issue additional TRPs.

If the TRP is not confirmed by the superuser in error, a copy of the TRP must be emailed to TRP@ilsos.gov to clear the superuser to issue additional TRPs.
