Stop California’s Sales Ban on New Gas Cars - Which Will Impact Car Buyers Nationwide

Congress is planning on voting to stop California’s zero-emission vehicle (ZEV) mandate, which starts later this year and would eventually ban the sales of new gas cars. This gas car ban will distort the vehicle market in all states. Despite media reports, Congress can overturn California’s gas car ban using the Congressional Review Act. A House vote is scheduled for next week.

Vote YES on H.J.Res.88/S.J.Res.45

  • California has set impossible ZEV standards that will take effect in just a few months and will impact the whole nation. The rule requires 35% ZEVs by model year (MY) 2026, and 100% by MY2035. No legacy automaker in California or the other eleven states (CO, DE, MA, MD, NJ, NM, NY, OR, RI, VT, and WA) that adopted California’s rule is on track to meet this mandate for MY2026 or 2027 due to low consumer demand. Many Americans cannot afford or conveniently charge an EV.
  • Unless Congress overturns California’s ban on gas vehicles, the rationing of gas cars will severely limit consumer choice. The government cannot force consumers to buy ZEVs. Yet under the mandate, automakers must either sell more ZEVs or fewer gas cars – meaning gas cars will be limited in the states following California’s rule.
  • California’s ZEV mandate will force higher prices for new and used gas cars nationwide. Affordable gas car models are expected to be the first to be rationed.
  • Banning gas cars is a significant national issue that should be decided by Congress, not unelected California officials.

Giannoulias Announces New DMV Flagship in Springfield. Smaller DMVs to Relocate with Opening.

The Secretary of State’s office is opening its new Springfield Flagship Center designed to improve the DMV experience and offer more services to Central Illinois residents, Secretary Alexi Giannoulias announced Thursday.

The Flagship Center is located at the site of the Secretary of State’s former driver’s facility, 2701 S. Dirksen Parkway, which operated since 1975 as a standard DMV until it closed in July 2022 for renovations and repairs, including a replacement of the building’s HVAC system. The Flagship will sport a new look, streamlined services with cross-trained employees and new services from other Secretary of State departments not commonly found in Illinois DMVs. The Springfield Flagship Center, 2701 S. Dirksen Parkway, will open to the public on Monday, May 5, 2025, at 2 p.m.

Smaller Offices Relocating to Flagship Center
In addition, the Secretary of State’s Office is relocating staff and operations at several smaller Springfield-DMV facilities ahead to the Flagship Center.

  • On Friday, April 25, at 4:30 p.m. – the Vehicle Services Department, located in the Howlett Building, 501 S. 2nd Street, Room 312, on the Capitol Complex grounds, will close. However, while the facility in the Howlett building is closing, dealers and remitters are still able to drop off work in the building at RM055.
