  SOS Enforcement of Original Documents and Update on Permits  
 

SOS is more aggressively enforcing their processing guidelines requiring "original" documents.  They appear to be understaffed with a backlog growing, so take extra care to insure that your applications are correct when submitted.

Any application that is received by SOS must be original documents. ERT will not process copies of applications without the VSD's Director's office approval and only in situations deemed absolutely necessary.

Any application that is received that is only a copy of a certificate of title, manufacturer's statement of origin, secured power of attorney, VSD application with an original signature, or odometer disclosures will not be accepted and will be returned to the respective entity until the original documents are received. These documents must be originals to maintain the chain of ownership and prevent fraudulent transactions from occurring. 

Copies of supporting documents will be accepted and these include, but are not limited to, estate documents, certified death certificates, affirmations of corrections, or power of attorneys that govern an individual's personal affairs. 

There are some positive changes that were accomplished by IADA with the support of CVR.  The Trade In Credit is going away, 30 day drive away permits are changing to 90 day permits, and the $150 conversion titles are being reduced to $20.  There is some light at the end of the tunnel.

The Illinois Secretary of State will begin issuing new 7-Day and 90-Day Drive Away Vehicle Permits on Oct. 1, 2021. The new permits must be ordered through the Temporary Registration Permit System, using the "Request TRP/Drive Away" button.

The permits will be packaged in bundles of 25 to be received by the superuser but can be issued by any user.

Old Drive Away Permits can be used until Dec. 31, 2021. The issuing system recognizes the old prepaid permits and the new ones based on the permit number. Use your old permits first; refunds will not be given.

The 7-day permit and the 90-day permit are the same form. You must check the box next to the permit that you are requesting. 


The Intra State Permit 7 Day: 

Provides temporary registration within the state of Illinois to operate an unregistered vehicle. It can be used for registration extension for EPA testing, other inspections, and test driving a vehicle. A maximum of three 7-day permits can be issued per vehicle, per year. The permit costs $10; issuers will be billed monthly after issuance.


The Drive Away Permit 90 Day:

Provides temporary registration to operate an unregistered vehicle leaving the state of Illinois. It can be used for non-residents who purchased a vehicle in Illinois and will apply for title in their state of residence. The permit costs $27; issuers will be billed monthly after issuance. 

Dealers with voided permits must return them by mail within 30 days of the void. Auditors will collect voids from remitters and currency exchanges. Penalties will be $151 per permit. Misuse of any permit will result in a $175 fee per instance, possible loss of system access and/or criminal charges.
