1311 closes two loopholes in the drunk driving law that allow drunk drivers to avoid an ignition interlock. An ignition interlock is a device about the size of a smart phone that is wired into the ignition system of a vehicle. If an interlock user is drunk, the vehicle will not start. Interlocks cost around $3 a day to lease. According to a meta-analysis by the Centers for Disease Control and Prevention, interlocks reduce repeat drunk driving offenses by 67 percent.
Since 2019, Idaho requires these devices for all convicted drunk drivers and this law is making a difference. A convicted drunk driver must use this device for 12 months. According to the National Highway Traffic Safety Administration, drunk driving deaths decreased 13 percent in Idaho from 69 in 2019 to 60 in 2023. This shows the power of these devices to save lives. S 1311 will help with the implementation of this lifesaving law by ensuring more drunk drivers install this device.
