What is the proposal? The proposed state budget includes legislation S 4045 and A 2299 to require Intelligent Speed Assistance (ISA) for people who are speed and driver recklessly enough to have their license revoked.

Why is MADD supporting Intelligent Speed Assistance? MADD supports including S 4045 and A 2299 in the state budget because the link between drunk driving and speeding is indisputable. According to the National Highway Traffic Safety Administration (NHTSA) in 2023, alcohol impairment was found to be more common among speeding drivers in fatal traffic crashes than those drivers who were not speeding: 

• 38% of speeding drivers involved in fatal crashes had BACs of .08 or greater
• 16% of non-speeding drivers involved in fatal crashes had BACs of .08 or greater

Intelligent Speed Assistance technology has proven to be a transformative tool in enhancing road safety. The proposed state budget provides a safe alternative to license suspension alone as ISA ensures they drive the speed limit.
