While transparency and accountability are important, this bill layers a new project-based scoring system onto an already complex capital planning process without adding any new funding.
At a time when the Transportation Trust Fund is strained and construction costs are rising, this bill risks slowing delivery of critical safety, freight, and congestion relief projects.
The proposal introduces additional rigidity into the process, potentially limiting flexibility for:
• Interchange reconstructions
• Freight bottleneck improvements
• Safety upgrades
• Regionally significant mobility projects
Maryland already evaluates projects through existing prioritization and federal review processes. Adding another statutory layer increases uncertainty without increasing resources.
We support transparency and strong planning. However, we oppose structural changes that delay projects without addressing funding challenges.
