GAS TAX
We have been anticipating an announcement from the Treasurer since the 15th of August and had a relative degree of confidence that revenues to the transportation trust fund were sufficient enough to avoid any increase in the gas tax this October. The Treasurer has confirmed that there will not be a gas tax increase and has released a statement that you can read HERE. Privately, we have shared our own memo with the Treasurer and leadership in both the Assembly and Senate demonstrating how the state could lower the gas tax by three cents a gallon if motorists were permitted to pump their own gas. This would allow retailers to lower the price at the pump resulting in reclaiming approximately 400 million gallons a year that have been lost to New York and Delaware. If New Jersey had those gallons back, it would equal $170 million in tax revenue that would result by law in a three cent reduction. NOVs
We have received a congratulatory thank you from NJDEP for assisting all of you to get into compliance with the new Class A and B operator training. NJDEP has been cooperative with many of you who had not properly listed a Class A and B operator on your UST registration. We have been informed that there are still a small percentage of locations that have not complied. Once again, another round of notices are being sent to locations in Hudson, Passaic, Sussex, Warren and Bergen counties. Penalties will be levied once a location has not complied within the 30 day grace period. Other counties will follow shortly. If you still have not complied and are having difficulty, it is imperative that you call the office. We will be happy to assist you to avoid costly penalties and more importantly, avoiding a delivery ban from being placed on your location. NJDEP will also be looking for Class C operators when they come to your location. Remember, a Class C operator must be on site at all times your location is open for business. If you have not done so yet, please have all of your gas pumpers (and even store clerks) complete our quick and easy Class C Certification program in order to avoid these penalties. 
 
MVC INSPECTION RFP
It is only six years overdue, but a new request for proposals (RFP) to select a new vendor of the motor vehicle emissions inspection program has finally been issued. We learned this morning that the announcement to accept bids was made yesterday and all bids must be received by November 7th. The target date to implement a new program is February 11th, 2020. A quick review of the RFP shows that the program will remain unchanged from the current program both CIFs and PIFs will still perform inspections. New equipment will be required with an anticipated cost of between $2,000 and $3,500. I will report back to you as we learn more details. 
 
ASBESTOS
An important update for auto repair shops: Effective September 1st there is a ban in New Jersey on the sale and distribution of any products containing asbestos. Asbestos used to be common in some vehicle parts including brake pads; but has been phased out over the years. However, there may be some discount brake pads that currently use asbestos that some of you may stock in your shops. Please check to make sure none of your products contain asbestos and pull them off your shelves if you do, or you could be liable to fines and penalties effective September 1st.

Want your technicians to become a NJ Emissions Inspector? We can help! Our new two-day class will provide all the information for becoming a NJ Emissions Inspector. Day one will consist of written test training and the State will administer the written test the very same day at our offices. Day two will be a hands-on training course to prepare you for the hands-on test. Class will run from 7:00am to 4:00pm on day 1. Class will begin at 12:30 PM on day 2. Cost is $479 for members.

NJ Lottery Kicks off 'Not 18 Yet? No Bet" Campaign to Curb Underage Gambling
New Jersey Lottery officials and the Council on Compulsive Gambling of New Jersey (CCGNJ) kicked off New Jersey Lottery's annual "Not 18 Yet? No Bet" awareness campaign. The campaign seeks to remind residents and retailers that New Jersey law prohibits the sale of lottery tickets by or to anyone under the age of 18.

N.J.'s Gas Tax Is Not Going Up This Year, Murphy Administration Says
You won't see a hike in the state's gas tax this year, New Jersey. The tax you pay to fill up in the Garden State is staying the same for the first time in two years, Gov. Phil Murphy's administration announced Wednesday. It will remain at 41.4 cents on each gallon of gas pumped in New Jersey, and 48.4 cents on each gallon of diesel. That's because the state didn't suffer a slowdown in how much gas is sold here.

New Jersey Drivers Won't See A Gas Tax Increase Next Year
New Jersey drivers won't see an increase in the gas tax next year, the state treasurer said Wednesday. The gasoline tax will stay stable at 41.4 cents per gallon and the diesel fuel tax will remain at 48.4 cents per gallon, as of Oct. 1. New Jersey is required to pump $16 billion over eight years to fill the Transportation Trust Fund, which pays for infrastructure in the state, like roads and bridges. To keep the fund properly filled, New Jersey has to pay about $2 billion a year into the fund, according to a 2016 law signed by former Republican Gov. Chris Christie. Since then, the fund distributed $4.34 billion to local, county and state infrastructure projects, including NJ Transit.

Driving the news: Democrats on the presidential campaign trail and international leaders preparing for a United Nations summit next month say urgent action is needed, but few actually have viable plans for how and when to cut our fossil-fuel use.

Trump Gets Personal In Auto Regs Fight
A move by at least 4 big automakers to cut a separate deal with California on nationwide emissions standards clearly has President Trump's attention. What's happening: Last night Trump tweeted attacks against the pact, which includes Ford, that effectively rebuffs his plan to freeze Obama-era emissions and mileage rules, rather than allowing them to get more stringent through the mid-2020s. The tweets represent an escalation in the battle over one of the most far-reaching Obama-era climate efforts. They come as major automakers are weighing whether to join Ford, Honda, VW and BMW in the pact with California.
