MINIMUM WAGE INCREASE
E-CIG/VAPING RULE CHANGE

 
This week is a light news week; so it is a great opportunity to remind you of some important upcoming deadlines: 
 
MINIMUM WAGE
The Department of Labor issued its formal notification today that the minimum wage will have its next scheduled increase on January 1, 2020. Please be sure to notify your payroll agencies of the change as they will not know to automatically do this. For the past five years, this notification was released to inform employers how big the increase would be based on inflation. However, will the passage of the $15 minimum wage bill earlier this year, there is now a much higher schedule the state will be following through 2024. On January 1, the minimum wage will rise to $11 per hour for most employers. Employers with five and fewer employees and/or seasonal employers will see the wage rise to $10.30 per hour.  
 
VAPING/E-CIGS
Just a reminder you should have already received a notification from the Division of Taxation that on November 1 there will be a change in the types of vaping and e-cigarette products that c-stores will legally be able to sell. Vaping fluid that is sold in bottles and not in prefilled cartridges will only be allowed to be sold at dedicated vape stores. Most c-stores sell almost none of this type of product, but you may have some on your shelves. Make sure you remove this product starting November 1. This change is unrelated to the recent panic over these products. This was passed back in June and also affects how the product is taxed. We have no update yet on what the Legislature plans to do as it relates to e-cigarette regulations. They are all in election mode and will not be back in session for another month. It still looks very likely that there will be a ban on all non-tobacco flavored e-cigarettes. There are several other policies that the Legislature is exploring, including a ban on menthol cigarettes, and possibly a ban on c-stores selling any type of vape product, both of which we will oppose.

Want your technicians to become a NJ Emissions Inspector? We can help! Our new two-day class will provide all the information for becoming a NJ Emissions Inspector. Day one will consist of written test training and the State will administer the written test the very same day at our offices. Day two will be a hands-on training course to prepare you for the hands-on test. Class will run from 7:00am to 4:00pm on day 1. Class will begin at 12:30 PM on day 2. Cost is $479 for members.

The New Jersey Inspection Program requires vehicles that fail emissions inspection to go to a Licensed Certified Emission Repair Facility and have a Licensed Emission Repair Technician perform the repairs! When the new Emissions Inspection program begins, a list of Certified Emission Repair Facilities will be given to the vehicle owners who fail the New Jersey Emission Inspection. If you want your business name on the list - make sure you have a Certified Licensed Emission Repair Technician and you are licensed as a Emission Repair Facility! Those signing up for the FULL training course will attend sections 1-10. Full ETEP class fees for members are $2,195 and non-members are $2,395. Recertification fees for members are $729 and non-members are $879. This is the last class for the entire program, register early!

EPA Issues Supplementary Proposal on Renewable Fuel Standard
The Environmental Protection Agency (EPA) Tuesday issued a supplemental notice of proposed rulemaking seeking additional comment on the recently proposed rule to establish the cellulosic biofuel, advanced biofuel and total renewable fuel volumes for 2020 and the biomass-based diesel volume for 2021 under the Renewable Fuel Standard (RFS) program.

Toyota Focuses on Hydrogen-Powered Auto
While top carmakers around the globe race to build the ideal plug-in electric car, Toyota has unveiled its newest version of a hydrogen-powered vehicle, doubling down on its bet that fuel cells will help secure the company's future as the industry comes under pressure to slash carbon emissions, reports CNN. Toyota has revealed that its re-designed Mirai, a hydrogen-powered fuel cell electric car, has "significantly greater range, improved driving performance and an elegant, sporty design that offers increased passenger room and comfort."
