In its decision to approve the latest rate increase in July of this year, the Postal Regulatory Commission (PRC) stated that the increase was not “prudent…or consistent with the best interests of all stakeholders” but claimed it lacked the statutory basis to reject it. H.R. 3004, the USPS Services Enhancement and Regulatory Viability Expansion and Sustainability for the U.S. Act (USPS SERVES US Act), offers needed reforms to the postal regulatory process to ensure fairness and provide protection for customers captive to the USPS monopoly.
Among the provisions in the bill are requirements to ensure the USPS improves efficiency and service and limit its rate increase authority if it fails to do so. It would encourage postage rates at levels that preserve mail volume and would give the PRC the power to block service changes it determines are not justified.
Call to Action: Ask your Representatives to co-sponsor and pass the USPS SERVES US Act (H.R. 3004), which would empower the Postal Regulatory Commission with a clear mandate to protect the public interest and hold the USPS accountable for efficiency and service performance.
